The SPCC regulations apply to non-transportation related facilities with an aboveground oil storage capacity of greater than 1,320 gallons or a total buried oil storage capacity greater than 42,000 gallons. Facilities must submit a Facility Response Plan to the EPA if they have a total aboveground oil storage capacity of greater than 1,000,000 gallons and meet one or more of the five substantial harm criteria. |
