DOT Relaxes Applicability of Security Plan Requirements.

The Department of Transportation requirements for training found in 49 CFR 172 Subpart H require that "hazmat employers" train, test and certify their "hazmat employees". "Hazmat employees" include persons who prepare packages for shipping; prepare, sign or review paperwork; load trucks; drive vehicles; or unload or receive hazardous materials.
